Aslında bu söz ile anlatılmak istenen, ölçerek herşeyin yönetilemeyeceği fakat sonuçları iyileştirmek için süreçlerin ölçülmesi ve takip edilmesinin önemli olduğudur.  Sözün asıl sahibi W. Edward Deming, verinin ve gözlemin önemini aşağıdaki sözüyle çok güzel bir şekilde anlatmaktadır....
